Map tiles without black background?

Could we get a copy of the map tiles with a white background.

If you look at the Phoenix Site Tiles PDF and scroll down to the 2nd page, you'll see that it's mostly an 8.5"x11" page of black. 

Would use up a lot of black ink for no reason to print it out.
