In my opinion, any rank above Colonel (O6) would be an NPC, so maybe the statcard would be CR21 or CR 22. Certainly his INT and WIS would be high, and his CHA above average. Stat rolls would be 4d6-L, not the 27-pt. buy-in.. Feats and skills would lean toward Administration, Combat, and Leadership roles. (Of course they would . . . he's a General.)
